Innovation and Reform
Projects that were included in the Innovation and Reform program aligned with principles in the National Health Workforce Strategic Framework. The principles most pertinent to the Innovation and Reform portfolio were Principle 3:
"All health care environments regardless of role, function, size or location should be places in which people want to work and develop, where the workforce is valued and supported and operates in an environment of mutual collaboration"
and Principle 5:
"To make optimal use of workforce skills and ensure best health outcomes, it is recognised that a complementary realignment of existing workforce roles or the creation of new roles may be necessary"
Workforce Innovation and Reform: Demonstration projects national evaluation framework
The NHWT has developed an evaluation framework and template to ensure a consistent nationwide approach to prospective evaluation of NHWT’s Demonstration Projects.
The framework will also assist applicants to facilitate project conceptualisation and planning by helping to identify key project parameters such as objectives, indicators, measures of success and sustainability.
Projects were commissioned by NHWT to determine ‘what works’ in relation to workforce innovation. Accordingly, specific attention focussed on clear specification of ‘what was done’ and ‘what was achieved’ by each project.
In order to do this effectively, emphasis was placed upon the activities undertaken by each project, the degree to which they were successfully implemented, and their ultimate influence upon project objectives.
Particular attention also focussed on how project activities, rather than other competing factors, have influenced these objectives in order to determine the relative value of implementing project activities in an ongoing basis.
In order to achieve this goal, the evaluation framework set out nine minimum specifications required of prospective applicants:
The rationale or need for the project
The key activities to be implemented as part of the project
The key objectives that were to be achieved from the project
The resources planned and allocated to the project
The indicators used to monitor the degree of project implementation and impact
The additional factors likely to influence project implementation and impact
The method of managing risks to project implementation
The method of proving the impact of project activities from other factors
The sustainability and generalisability of project activities to other contexts.
The template was broken into four sections (Parts A-D) which outline methods to specify these nine project features. It was designed as a helpful planning tool for organisations seeking Demonstration Project funding.
